Old Business

Gayle, a resident presented a May 1998 letter from Fred that showed that an existing tree was approved in the plan.

One neighbor had not agreed to 3 ft height limit.

Gayle was told she didnt have a view lot.

Fred indicated the 1995 plans submitted to builders board were signed by the builder rep.

Sandra Burns had asked for neighbors' signatures and Gayle complied.

Fred said that homes impacted by landscaping had to give approval/

1998 conditions required fence w/city codes and that drains not discharge to others.

The board returned approval but didnt have to.

May 26 1998: Gayle eliminated trees to acommodate neighbors.

Foliage may be 3 ft above grade but no higher.

Fred: the coral tree has grown above height limit. There is no signed approval for backyard maint.

Mr. Deandro-thinks he and Gayle can come to an agreement. Mr. Deandro agreed to 3 ft fence to help neighbors.

He indicated that he is one of the few people who have to live with 2 fences.

Mr. Deandro asked if we can change the CC&R's.

Barry indicated that it requires a 75 percent vote to change the CC&R's.

Gayle asked what height would be OK. Fred: a tree may not grow above 3 feet over road grade. CC&R's say 3 feet height limit is within the View Maintenance Area (VMA). Mr. Deandro has a VMA - Gayle does not.

Mark: wrote a list of trees that are causing problems, including one on greystone.

Bill: They are replacing one problematic tree with a plum tree. They are also trimming 50-60 trees, just poplars.

One resident on Stagg opppsite Carmenita wants poplars trimmed.

One owner was fined for having a can in front of the fence. He wants the fine refunded.

Mark: Mattresses will get a special pickup.

Board: Call Evan to let him know.

New Business

Mystic Ridge needs a stop sign at the bottom of Wiscasset.

Speed Humps: the city requires 500 cars/day to necessitate speed humps.

If we'll pay they'll let the HOA install a speed hump.

Corner homes count towards the houses required to get 75 percent approval for speed humps on a street.

Greystone can have 3.
Penobscot can have 2
Overland can have 1.

Speed humps are not allowed on a grade of 7 percent or greater.

Barry wants to try one speed hump on overland to see if complaints arise.

If OK, more could be added next year.

The cost is $2150 each on Penobscot. The HOA would have to pay the city DOT. It takes 2-3 months.

Stan moves $2900 for the Overland hump.

Peter is on overland and will be able to see if it's working.

Barry: "We have extra money"

Barry wants Peter to "guilt-trip" Dennis Zine on speed humps.

Mark will get remaining signatures on Penobscot required to get speed humps.
