Monthly Meeting of the Stonegate HOA 12 August 2003

Finances

The operating fund has about $49,000.
The reserve fund has about $105,000.

The water bill this month is $16,000.

The pipe replacement project is ongoing.

Over the life of the project pipe replacement will cost $38-42,000.

Another bid received for landscaping was for $2000 more per month.

Electricity

There is a temporary generator on Stonegate. It was believed to be there because the electrical locker floods.

Water

There is a house on Graystone moving from water flow. It is estimated to cost $600,000 to fix.

A valve is broken on Penobscot and is causing the sprinklers to work poorly.

Local News -- House Sales

A ~2300-square-foot house on Wiscasset just sold for $70,000 over the asking price of $725,000.

Speed Bumps

Barry and Peter will meet with a city representative soon about speed bumps. Several residents obtained the necessary signatures a while ago, and we have been waiting to have speed bumps installed. Recently, however, the city has notified the HOA that they measured traffic on the streets where speed bumps were requested and found that most did not satisfy the minimum 500 cars per day traffic requirement. The bottom of Graystone was the only area to qualify.

Gating Update

The board now believes gating will never happen. They stated that 100 percent agreement of all homeowners in the area to be gated is needed. They didn't explain where this requirement came from.

CC&Rs

Barry stated that he has 3 dogs, despite a CC&R restriction of a maximum of 2 dogs.

The board said the City regulations supersede the CC&Rs. Bill parks his truck on the street, which is public property governed by city code. Parking code forbids a vehicle from being parked in the same spot longer than 72 hours. Such vehicles can be called in to parking enforcement, though they have been known to take up to one week to respond.

The board has called parking enforcement about the huge RV parked on Stonegate.

Stan stated that city law prevails. Evan agreed that city law prevails on public property, but on private property the CC&Rs rule supreme.

Barking dogs are neighbor-to-neighbor issue. The board stated that they do not intervene. They stated that Animal Control will come out to calls of barking dogs, and will give warnings and eventually surgically silence the dogs if they are found to be disturbing the peace on repeat visits.
